Our Story
Subic Bay Baptist Ministries, where faith meets action and hope finds a home. What began as a small mission has grown into a movement of compassion and transformation. For over a decade, we have walked alongside communities—feeding the hungry, caring for children, and sharing the life-changing message of Christ.
Our journey started with a simple vision: to love God and love people. Through the years, God has expanded our reach, raising up passionate leaders and faithful companions in ministry who share this calling. Today, our ministries touch lives through education, discipleship, and practical care—bringing light to dark places and hope to those who need it most.

The Beginning
The story of our ministry began with a burdened heart for the children of the Philippines. Subic Bay Children’s Home was founded by Theodore “Teddy” Fulfer in 1990. While serving in the U.S. Marine Corps and stationed in the Philippines, Brother Fulfer witnessed heartbreaking conditions surrounding the U.S. Navy Base in Subic Bay. The presence of prostitution and young servicemen had led to a growing number of illegitimate children—many abandoned and left without hope. Moved by compassion, Brother Fulfer resigned from the Marine Corps in 1984 and returned to the Philippines as a missionary. His vision was clear: to provide shelter, food, education, and the hope found in Jesus Christ.
Impact Over the Years
For decades, hundreds of children found refuge and care through Subic Bay Children’s Home. Many went on to study in Bible colleges, preparing for ministry and continuing the legacy of faith and service. Our mission was to transform lives through discipleship, education, and compassion. Every story testified to God’s grace and the power of His Word to change hearts and futures.
A Season of Change
In September 2025, circumstances beyond our control led to a major challenge. Government restrictions placed Subic Bay Children’s Home under a cease-and-desist order, despite full compliance with regulations. No preliminary hearing was held, and the order was enforced without due process. This action disrupted the lives of children and raised serious concerns about fairness and accountability.
Because of this, Subic Bay Baptist Ministries was created. Under this new umbrella, we launched Subic Bay Street Children Ministry, which carries forward the heart and vision of the former Children’s Home. The form has changed, but the purpose remains the same: to share Christ’s love and bring hope to street children through evangelism, discipleship, and practical care. Meanwhile, we are prayerfully and actively working toward resolving the legal issues so that Subic Bay Children’s Home can resume its full ministry.
Our Ongoing Mission
Today, Subic Bay Baptist Ministries continues the legacy of compassion and faith that began in 1990. Our mission is clear: to glorify God by reaching the forgotten, loving the unloved, and leading them to Christ. We do this through multiple ministries that serve people of all ages and walks of life. Through these ministries, we provide guidance, counseling, education, and opportunities for transformation. Every program is designed to reflect Christ’s love and meet both spiritual and practical needs.
