Our History

The Beginning

The story of our ministry began with a burdened heart for the children of the Philippines. Subic Bay Children’s Home was founded by Theodore “Teddy” Fulfer in 1990. While serving in the US Marine Corps and stationed in the Philippines, Brother Fulfer witnessed heartbreaking conditions surrounding the US Navy Base in Subic Bay. The presence of prostitution and young servicemen had led to a growing number of illegitimate children—many abandoned and left without hope.

 

In 1984, Brother Fulfer resigned from the Marine Corps and returned to the Philippines with his family as a missionary. He started a church among the nationals, and in 1990, Subic Bay Children’s Home opened its doors, providing shelter, food, clothing, education, and most importantly, the hope found in Jesus Christ.

 

 

Impact over the years

Hundreds of children have come through our doors, experiencing not only shelter and care but also the nurturing love of Christ. Many have gone on to study in Bible College, preparing for ministry and continuing the legacy of faith and service that began here. Our mission remains unchanged: to share the heart of our ministry and the stories of lives changed through faith, care, and discipleship.

A season of change

In September 2025, the Department of Social Welfare and Development (DSWD) abruptly issued a cease-and-desist order against Subic Bay Children’s Home, citing compliance issues based on an anonymous and unverified complaint—a clear violation of their own regulations. No preliminary conference was held, no evidence was presented, and the order was enforced without due process.

 

Despite our ministry’s full compliance with all 15 requirements ahead of schedule and participation in mandated training, DSWD continued to impose unnecessary restrictions. This heavy-handed approach disrupted the lives of children and undermined decades of faithful service, revealing a troubling pattern of bureaucratic overreach.

 

Rather than allow government abuse to silence our mission, we prayerfully chose a new path—transitioning into Subic Bay Street Children Ministry under Subic Bay Baptist Ministries. Our focus now is on evangelism, discipleship, and practical care for street children. The form has changed, but the heart remains: to share Christ’s love and bring hope to the most vulnerable.

Our Ongoing Mission

Today, Subic Bay Street Children Ministry continues the legacy of compassion and faith that began in 1990. We are committed to bringing the Gospel to street children, offering guidance, counseling, and opportunities for transformation. Our mission is clear: to reach the forgotten, love the unloved, and lead them to Christ.
